The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Immense energy is allocated on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by current data. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from believing that the status quo will not change more in its advantage in the near future.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
